PSSR inspections in the City of London
The City is the one part of London where a coffee machine is almost never the tenant's own asset. It sits in a managed building, on a service charge, often under a managing agent who answers to a landlord compliance file. PSSR.uk carries out statutory PSSR 2000 examinations on those machines from £265 + VAT, and we document them the way an FM needs: asset record, findings, next due date, and a certificate that drops straight into the building's compliance pack.
Quick answer
Do coffee machines in the City of London need a PSSR examination?
Yes, wherever the machine operates in a workplace. Steam is a relevant fluid under PSSR 2000, and steam systems are in scope at any pressure and any volume — so a commercial machine with a steam boiler needs a Written Scheme of Examination and periodic examination by a competent person, whatever its group count or how hard it is worked.

The EC districts split cleanly by use: EC1–EC2 around Clerkenwell, Moorgate and Liverpool Street is tenant-fit-out territory, while EC3–EC4 through Leadenhall, Cannon Street and Blackfriars is largely landlord-controlled building stock.

Scheduling in the City
- Before the trading day. City amenity floors tend to open at 07:00. We book the 06:00–07:00 window so the boiler is drained, inspected, refilled and back to pressure before the first coffee is ordered.
- Congestion Charge and red routes. Most City postcodes sit inside the Congestion Charge zone, and Bishopsgate, London Wall, Upper Thames Street and the Embankment are red routes with no stopping at any hour. Give us the loading bay or service yard at booking and we will work to it.
- Permits, inductions and RAMS. We hold insurance and can supply method statements, risk assessments and engineer credentials in advance so building management can raise a permit before the visit rather than on the day.

What the the City sites look like
The premises mix decides what the examination involves, what tends to fail, and how the visit has to be scheduled.
Staff restaurants and tenant amenity floors
A single City tower can run four or five machines across amenity floors and client suites, each on its own examination clock. We schedule them in one visit per floor stack so the building has one renewal date instead of five.
Managed-service cafés and coffee kiosks
Contract caterers operating in the City work to building access rules, not to their own opening hours. Our examiners are used to booking in through a loading bay or a goods lift and working to a permit-to-work.
Client-facing hospitality suites
These are the machines nobody notices until a boiler lets go in front of a client. They are frequently the oldest equipment on site and the least likely to have a Written Scheme of Examination.

The machines we are called to in the City
The price of the examination follows the machine's boiler configuration, so it is worth checking which of these you have before you call. Every one has its own page covering the examination scope for that model and the rate it carries.

Who is the duty holder for a coffee machine in a managed City building?
It depends on the lease, and it is worth settling before the first examination rather than after an incident. Where the machine is provided as part of a service charge, the landlord or managing agent usually carries the duty under PSSR 2000; where the tenant owns or leases the machine, the duty sits with the tenant. We will examine either way — what matters is that the Written Scheme of Examination names the right duty holder.
Can you work to a permit-to-work and building induction?
Yes. Send us the building's requirements with the booking and we will supply risk assessments, method statements and engineer details in advance, then attend the induction. City jobs regularly involve a goods lift, a permit and a time slot, and we plan for all three.
Do you provide compliance documentation for a building file?
Every examination produces a Written Scheme of Examination, a signed report of examination, an asset record showing make, model, serial number, findings and next due date, and a boiler-plate compliance sticker. The asset record is the document managing agents normally need for the building's compliance file.
